Introduction
As Liberty Christian School (LCS) looks to the future, the School Board has created this document as a means of charting our way forward. This strategic plan contains seven planning initiatives that outline sixteen objectives with over eighty associated actions and sub-actions. We are currently working to prioritize actions and to set time-lines for completion. There are many things (e.g. financial resource issues, etc.) that will prevent us from completing all the objectives on our target schedules. However, we need to be confident that we can identify (for now and for the future) the most critical issues, and with God's guidance and grace, solve them. We do expect to see, through the course of these upcoming years, significant progress towards all initiatives.
The school has been blessed over its many years, and God has proven to be faithful in all things. As we plan ahead, our hope is that Liberty Christian School will be a place where every child would like to attend, where families can grow in truth and love, where we continually strive together for excellence in all phases of education and ministry, and where Christ can be the center of all things.

Vision Statement
The "goal of our instruction is love from a pure heart and a good conscience and a sincere faith" (1 Timothy 1:5). In order to accomplish our mission, LCS envisions:
- striving for excellence in all we do
- developing a working partnership with the family of every student
- serving as an extension of and resource to the churches of the Walla Walla Valley
- bringing every student to personal faith in Jesus Christ as Savior and Lord
- preparing each child spiritually and academically as they approach the complexities of life
- helping students develop good study habits in the framework of good discipline
- teaching high ideals and satisfaction in work well done
- teaching honesty, loyalty, and respect as rewarding characteristics
- teaching reverence toward God and obedience to parents and authority
- assisting everyone in the LCS family to think, speak, and live as shaped by a biblical worldview
Statement of Faith
1. WE BELIEVE the Bible to be the inspired, the only infallible, authoritative, inerrant Word of God. (2 Tim 3: 15, 2 Peter 1:21)
2. WE BELIEVE there is one God, eternally existent in three persons -- Father, Son, and Holy Spirit. (Genesis 1:1, Mt 28:19, Jn 10:3)
3. WE BELIEVE in the deity of Christ: (Jn 10:33); His virgin birth (Isa 7:14, Mt 1:23, Lk 1:35); His sinless life (Heb 4:15, Heb 7:26); His miracles (Jn 2:11); His vicarious and atoning death through His shed blood (1 Cor 15:3, Eph 1:7, Heb 2:9); His bodily resurrection (Jn 11:25, 1 Cor 15:4); His ascension to the right hand of the Father (Mk 16:19); His personal return in power and glory (Acts 1:11, Rev 19:11)
4. WE BELIEVE in the present ministry of the Holy Spirit by whose indwelling the Christian is enabled to live a godly life. (Rom 8:13-14, 1 Cor 3:16, 1 Cor 6:19-20, Eph 4:30, 5:18)
5. WE BELIEVE in the literal, six-day creation of the heavens and the earth, and in the creation of mankind, male and female, by the direct act of God. (Gen 1:1-2:25, John 1:3, Col 1:16-17)
6. WE BELIEVE in the absolute necessity of regeneration by the Holy Spirit for salvation, because of the sinfulness of human nature; and that men are justified on the single ground of faith in the shed blood of Christ, and that only by God's grace and through faith alone we are saved. (Jn 3:16-19, Jn 5:24, Rom 3:23, Rom 5:8-9, Eph 2:8-10, Tit 3:5)
7. WE BELIEVE in the spiritual unity of believers in our Lord Jesus Christ. (Rom 8:9, 1 Cor 12:12-13), Gal 3: 26-28)
8. WE BELIEVE in the resurrection of both the saved and the lost; they that are saved unto the resurrection of life, and they that are lost unto the resurrection of damnation (Jn 5:28-29)
9. WE BELIEVE in the literal existence of Heaven and Hell. (Mt 25:31-46, Lk 16:19-31, Jn 5:25-29, Rev 20:10-15, Rev 21:1-8)
Initiative 1: Maintain Excellence in the Discipleship and Education of Students
The goal is to help each student discover God's plan for their life and to prepare him or her spiritually, academically, physically, and socially. We aim for excellence; setting high standards in all phases of education while teaching and demonstrating the biblical truth that all can have a personal relationship with God through Jesus Christ His Son.
- Objective 1.1 Strive for Improvements in All Educational / Ministry Areas
. Action 1.1.1: Ensure that every student will have opportunities to know Jesus Christ as personal Savior and that they will grow in His likeness
o Teach the truth of the Bible focusing on the basics of Christianity
o Look for opportunities to build character and instill Christian values
o Provide opportunities for short-term mission and service projects
. Action 1.1.2: Strengthen the foundation of correct academic instruction
o Investigate ways to enhance curriculum with an emphasis on strengthening math, science, and technology (e.g. different classroom courses, online courses, etc.)
o Prepare a SCT score school comparison summary report (LSC, private, public) as a way to identify areas of strengths, needs, etc.
o Conduct regular performance reviews with staff members
o Conduct a survey of past graduates to track successes, challenges, etc. and to gain insights as to what might be done to improve our quality of education
o Communicate with secondary and higher level schools to become better informed as to what is needed to better prepare students for higher levels of education
o Search for ways to enhance student study skills
. Action 1.1.3: Provide quality opportunities for students in the areas of athletics and fine-arts
o Provide strong support to teachers and volunteers working with student athletes and look for opportunities to expand programs to involve more students
o Provide strong support to teachers and volunteers working with students in the fine arts and investigate ways to enhance student exposure and involvement in areas of music, drama, and art
. Action 1.1.4: Instill a strong sense of patriotism and a spirit of community
o Teach and highlight through special programs different aspects of our unique national Christian heritage
o Encourage student involvement in worthwhile endeavors that support the community, state, and nation
o Explore ways to enhance the training and development of future leaders
- Objective 1.2 Continuously Seek to Improve the Learning Environment
. Action 1.2.1: Evaluate ways to provide a safer physical environment
o Review and update school procedures and policies to insure a safe physical environment for students (also part of Initiatives 3 and 6)
. Action 1.2.2: Evaluate ways to provide an emotionally safer and more positive learning environment
o Identify and communicate to teachers, students, and parents policies pertaining to behavior, dress code, etc. (also connects to Initiative 4)
Initiative 2: Enhance Faculty and Staff Morale
The success of the school centers on the quality and passion of our Christian staff. We must continually strive for ways to better assist and encourage the faculty (e.g. praying, training, financially supporting, etc.) in order to obtain and retain top individuals who see teaching at LCS as their ministry.
- Objective 2.1 Provide Stronger General Support
. Action 2.1.1: Improve Communications
o Conduct faculty surveys to receive input on miscellaneous topics
o Pray for teachers and staff on a regular basis
o Encourage and facilitate more communication between faculty and parents (e.g. expand the monthly newsletter, conduct short training sessions for teachers (also part of Objective 2.2) on the use of email, online grading, etc.)
o Encourage more informal contact between faculty and staff
o Develop an operational document to assist teacher's with day to day functions (also part of Initiative 4)
o Update the school's web page on a regular basis
. Action 2.1.2: Search for Ways to Improve Morale
o Develop ideas for making working at LCS a more enjoyable experience
- Objective 2.2 Increase Training Opportunities
. Action 2.2.1: Assist in Areas of Spiritual Training
o Outline an expanded plan for teaching the Word to teachers and staff (e.g. weekly devotions, quarterly speakers, extended training opportunities, etc.) as it pertains to their own spiritual growth
o Look for ways to assist faculty in introducing and integrating biblical principles in all areas of working with and discipling students
o Help teachers to know who they are in Christ
. Action 2.2.2: Find Opportunities for Continuing Education
o Create a development plan between the principal and each teacher that outlines individual goals, short and long term training needs, etc.
o Arrange training on technical and "people" topics (e.g. computer skills, teaching, coaching, etc.)
o Add a line item in the yearly budget for training needs (also part of Initiative 5)
- Objective 2.3 Target for Increases in Financial Support
. Action 2.3.1: Target for Increases in Pay and Benefits
o Develop a plan for increasing financial support, including striving to achieve more competitive pay rates for teachers and staff (also part of Initiative 4)
o Conduct research (with yearly updates) on current pay and benefits levels for Christian and public schools in the Pacific Northwest
Initiative 3: Implement Programs to Support School Families
Families in the school need all the prayer and support we can provide. We see it as our call to point each family to Christ and to minister to them as they work through the many challenges of life. We also see the benefit to both the family and the school ministry to have them deeply involved with the school on several levels.
- Objective 3.1 Offer Better Support for School Families
. Action 3.1.1: Develop a plan to improve support to school families
o Investigate options and make recommendations for providing additional parent support (e.g. team-up students with tutors, conduct after school programs, set prayer times, consider ways to better reach out to special needs children, etc.)
o Hold specialty topic programs [e.g. sharing the gospel, discipleship, etc.]
. Action 3.1.2: Establish a financial aid and scholarship application process
o Explore options for providing tuition support to families in need of tuition assistance. Part of this effort (which is connected to Initiative 4) will be to develop an application form and evaluation process for determining family eligibility, etc.
o Establish yearly budget guidelines for the board to consider when determining the number and amounts of scholarships that may be offered
- Objective 3.2 Provide additional direction to LCS parent and friend ministry groups
. Action 3.2.1: Provide direction and encouragement to parent and friend organizations wanting to help the school
o Provide encouragement and support to groups by providing an official school communication line (e.g. contact person, etc.) to offer guidance and support
o Work with groups to develop mission related operational guidelines to insure activities align with official school policies
Initiative 4: Continuously Improve Policies, Guidelines, and Procedures for Operating the School
We need to better define LCS's ministry (e.g. who we are, what we do, and how we do it) and then more effectively communicate this information to teachers, parents, students, community members, etc.. Improved understanding and better communication on these topics will help the school run more efficiently and will strengthen everyone's awareness of what God is doing in and through the ministries of the school.
- Objective 4.1 Review Legal Documents and Policies
. Action 4.1.1: Review LCS's Articles of Incorporation, Constitution / Bylaws, and Policies
o Study from mission and operational perspectives if amendments (where legally allowable) should be considered for parts of these documents in the future
o Review how current school operations and policies (see next actions within Initiative 4) are in (or not in) compliance with the Articles / Constitution / Bylaws
- Objective 4.2 Update Operating Guidelines and Procedures
. Action 4.2.1: Update, organize, and document daily school operation information
o Create a School Guidelines Handbook that can be used to direct teachers, inform parents, and guide students pertaining to day to day operations of the school (e.g. dress codes, discipline, cell phone usage, weather / school closures, etc.
. Action 4.2.2: Update and document School Board operation information.
o Create a School Board Procedure Guide that outlines operating rules and procedures (e.g. general board operating information, board member qualifications / selections, board member responsibilities, hiring of staff, etc.)

o Create a Human Resources Policy Booklet that outlines for teachers and staff employment related information (e.g. conditions of employment, substitutes, employee / tuition benefits, teacher discipline, etc.)
Initiative 5: Develop Short and Long-Term Financial Plans
The school needs to be financially viable (with a goal to remain debt free) in order to fulfill its mission. We must explore and expand our economic foundation which means not only increasing (and at times sharing) income but also improving our planning processes as a way to become better stewards of God's resources.
- Objective 5.1 Develop Short- and Long-Term Financial Planning Documents
. Action 5.1.1: Create a yearly operating budget
o Summarize the current school year budget items and connect where appropriate to both short- and long-term initiative planning actions
o Utilize as part of our normal monthly budget-related operations an electronic spreadsheet such that suggested actions that come before the board (e.g. scholarship requests, recommendations to financially support improvements to the facilities, etc.) can be evaluated real-time before acceptance or rejection
. Action 5.1.2: Develop a short-term planning document (1 and 2 years)
o Project, plan, and update financial aspects of short-term planning items (i.e. first year and follow-on year) in a planning document. Factor in all initiatives as it relates to specific near-term goals and actions
. Action 5.1.3: Develop a long-term planning document (3 years and beyond)
o Project, plan, and update long-term plans from the current year's budget. Factor in all initiatives pertaining to near-term goals, steps, and strategies
. Action 5.1.4: Communicate information with stakeholders (i.e. families, friends, supporters, etc.)
o Provide interim and yearly ministry / financial reports on a regular basis
o Share and discuss ministry related priorities and goals (e.g. where we've been, where we are, and where we are going)
- Objective 5.2 Formulate Promotional and Fund Raising Strategies
. Action 5.2.1: Create a plan for increasing income
o Develop written promotional and fund raising strategies that will be used to guide, coordinate, and track success. Items to be considered include partnering with churches, businesses, alumni, etc. and looking into the use of gift trusts, grants, etc.
Initiative 6: Establish Plans for School Facilities and Grounds
The school's current facility lease agreement with Christ Community Fellowship (CCF) will end in 2017. We need to pray and plan for God's will and direction for all involved as to what must be done to secure quality facilities and grounds that will meet both immediate and long-term ministry needs of a growing Christian school.

o Evaluate (in conjunction with all Initiatives) current and projected short-term needs and potential actions for facility related improvements that would support both the school and CCF

o Evaluate (in conjunction with all Initiatives) current and projected needs for facility requirements (e.g. square-foot classroom requirements, outdoor features, community out-reach, possible addition of a future high school, etc.)

o Develop a report / make recommendations outlining long term options for meeting building and grounds needs (e.g. CCF lease option renewal, partner with other churches and organizations, build, etc.)
Initiative 7: Expand Outreach to the Community
We need to partner with and minister to the community not only as a way to draw in families and friends who have a common ministry vision, but also to express Christ's love to the world.

Churches and Other Ministries
. Action 7.1.1: Communicate with church bodies
o Formulate a plan to regularly make presentations to area church congregations
o Investigate ways to become more directly involved with areas churches
. Action 7.1.2: Communicate with church leaders
o Participate in area ministry leadership forums (e.g. ministry boards, etc.)
o Conduct surveys of area pastors
o Initiate prayer and sharing times with CCF Elders
o Look for ways to more directly involve pastors in the ministry at LCS
. Action 7.1.3: Tuition breaks for children of area pastors
o Update the current policy and factor the impact into each year's budget (also part of Initiative 4)
- Objective 7.2 Provide Support to Home School Families
. Action 7.2.1: Develop a plan for home school families' support
o Investigate options and make recommendations for providing support (e.g. team up students with tutoring support, after school programs [e.g. athletics, etc.], academics [e.g. science and math], and specialty topic programs [e.g. sharing the gospel, safety training, etc.])
- Objective 7.3 Minister to the Whole Community
. Action 7.3.1: Develop a ministry outreach plan to the general public
o Investigate options / make recommendations for public outreach (e.g. service projects / local missions, music programs in senior centers, sponsorships of worthy clubs and organizations, community ministry programs, etc.)
